What's in your street. If the network is underground in your street, your connection will be underground. If it's poles, you can choose either — underground just means trenching from the pole pit.

Run length and surfaces. A short trench through lawn is cheap. Forty metres under a concrete driveway isn't. Overhead cost barely changes with distance.
